This article provides a legal and situational analysis on sustainable use of water as a human right and their conservation at international, national context and in Popayan city. To do this it resorts to a documental methodology under the criteria of legal protection of the right to water and their compliance by the responsible institutions as well as quantitatively determine which are the behaviors of citizens in relation to water consumption and their perception of compliance by the authorities, succeeding in identifying that shortcomings exist in Popayan on the part of the company providing the drinking water ser vices and that users on correcting these would become a point of reference nationally for the reasonable and sustainable use of water, whenever take into account the perceptions of users can be improved and give an effective compli ance to the current regulations.
