Chile has experienced a strong change in higher education since 1980. Two strong reforms have marked this process and have involved the increase of institutions, programs, specializations and registration. This has caused the scenario to change, since not only increased registration but also its conformation, mainly with the entry of more vulnerable students. Faced with this, it is necessary to analyze issues of gender, quality, duration and costs, due to the inequalities that could be evident. Increasing women's labor participation, improving the skills and income of vulnerable socioeconomic groups and improving levels of technological development through human capital are fundamental elements for Chile's development. In this research we seek to analyze the model in depth. The data shows differences associated with vulnerable socioeconomic contexts and possible differences in the termination rate of programs between men and women. The differences evidenced generate the need to increase supervision and oversight in the system, more if the international evidence shows the increase of human capital and the data show a possible failure, or waste, in that sense
