The prolonged presence of the armed conflict, and the consequent absence of the Colombian State, has led to the territories most affected by violence having low levels of education, communication and economic barriers, in addition to problems accessing basic services such as health and water and sewage infrastructure. For this reason, the Peace Agreement with the FARC, signed in 2016, took into account different mechanisms for the reconstruction of the State after a conflict of more than 50 years. These mechanisms aim to promote the organization, development and participation of the territories. most affected by the conflict. In the research that led to this writing, through the difference-indifferences methodology with matching, we sought to determine whether State-building policies, such as the PDET, had an effect on three development variables related to health and education in the most affected by the conflict.
