The massive implementation of new information technologies has changed the surveillance and control devices. This paper analyses the anatomy of power deployed in virtual environments. Our thesis points to a shift from a "government of the soul" to a "government of freedom". This one works with a minimum codification exercise with the capacity to translate reality to simple numeric commands of 0s and 1s.
