Purpose: to provide thoughts on innovation policy and management, from a philosophical perspective, in order to answer the question of how to involve the citizenry in innovation. Development: Based on a reflexive research initiative and considering that innovation, in addition to being an economic phenomenon, is also a complex social phenomenon, it is determined that innovation is knowledge in distributed, interactive and collective action, which results in meta-invention and meta-innovation, both primarily modeled by language and mediated by learning spaces, and that it is the nucleus of economic development, social welfare and protection for the environment and life. Perspectives of research and action: to remove obstacles to innovation, design policies and develop capacities for innovation.
