The present article locates, as a matter of social and academic concern, the active role that internal displaced persons have played as collective subjects in the fight to guarantee the re-establishment of their rights. Using the theory on the social movements proposed by Sidney Tarrow, the article reflects on two cycles of collective action, carried out between 1996-2003 and 2004-2009. In them, one finds the increase and differentiation of the actions carried out by the population of displaced person that have settled in the municipality of Medellín; it references the context structures that encouraged, opened opportunities or limited the setting in motion of collective actions; it analyzes the repertoires for action and the diverse forms of interaction between the affected subjects and the local government. With this the article attempts to verify, in the last cycle, that re-created forms of action and participation appear amongst the population of displaced persons, especially at the moment to engage the instances and institutions responsible for relevant policies, as well as at the beginning of actions. Both are forms of action that call attention to the guarantee of denied rights, which constitutes without doubt a challenge for the Mesa de Organizaciones de Población Desplazada in Medellín.
