The modernization and consolidation of the capital of the state of Yucatan was achieved by means of building public use buildings, a comprehensive work on infrastructure, and building housing of all socioeconomic levels. Collectively, it was thought that these proposals leaned towards European buildings; however, each and every one of them had to adhere to a strict legal code. These compendiums of regulations presented the elements to be taken into account when requesting a construction permit, and regulated both the relationship of the object to be built with its environment and the formal aspects, as well as its structural quality. According to the previous context, the purpose of this document is to analyze the impact of the instructions presented in the codes and regulations on the materialization of Porfirio's modern city, taking into account this documentation has been disregarded in the interpretive processes of the local urban-architectonic actions.
