Beyond protecting the environment and ecosystems, protected areas can mitigate socio-environmental disasters, including flooding, caused by climate change and anthropic interventions. In Brazil, there are three types of protected areas: Permanent Preservation Areas, Legal Reserves, and Conservation Units. The article reviews these legal instruments to inquire whether they understand ecosystem services as elements that can minimize flooding. It concludes that those types of protected areas are more related to the conservation of biodiversity than to the regulation of measures to prevent and reduce floods.
