The location of landfills must be the consequence of some territorial management exercises, therefore, it is a function of the Planes de Ordenamiento Territorial (Land Management Plans, POT) to analyze the ability of the territories to house these facilities from a physical perspective and from a holistic point of view. As a hypothesis, endorsed by the Bogotanos POT, it is stated that the location of the Doña Juana landfill was not the result of territorial planning but of private interests. As a methodology, documentary analysis techniques, non-participant observations, life stories, surveys, and interviews with agents related to this landfill were all used. In conclusion, not only the proposed thesis is corroborated, but it also confirms the weaknesses that exists in Latin America when comes to defining the location of landfills: A decision left to entities who lack of a comprehensive vision of the territory.
