Abstract With the implementation of mass education, reference to the importance of education by society, international agencies, regulations, national development plans, and decennial plans has become a recurrent issue of discussion. However, its development has failed to decrease inequalities, inequities and social injustices. The Colombian State has been faced with public policies marked by instability and improvisation, which have made it difficult to achieve the goal of social equality, justice and equity.
