This article presents an analysis of how the public policy can lead to greater legitimacy of institutions and serve as a vehicle for citizenship education; it assumes as a premise that the promotion of active and critical citizens is a result of inclusive public policies emanating from dynamic institutions for their interaction with citizens under the establishment of horizontal power relations.
