Two governments coexisted in Uruguay between February of 1843 and October of 1851, the period of the military siege of the city-port of Montevideo: one, limited to Montevideo and its defensive line, and the other, at Cerrito, which controlled the outskirts of the city and most of the state territory. The article studies the "underground" political practices associated with espionage, conspiracy, desertion, and circulation of confidential information in the year 1843. For that reason, it focuses on the actions of those the authorities of Montevideo called conspirators, internal enemies, or traitors, who sought to destabilize the city government and facilitate the victory of the enemy by carrying out clandestine operations.
