This article focuses on the study of the strategies employed by the viceregal government during the War of Independence to control the territory between Orizaba and Veracruz. The research was approached from the perspective of regional history, based on original documentation located in archives in Mexico and Spain, and the review of various Nineteenth-century and contemporary authors, with the purpose of analyzing the measures implemented by Viceroy Juan Ruiz de Apodaca to pacify the province of Veracruz, such as the massive granting of pardons and the formation of colonies of pardoned persons, the repopulation of abandoned towns, and the establishment of the little known “military road” of the Córdoba-Veracruz route, put into operation in the final stage of the conflict.
