In the 1990s, Brazil experienced a dense and meaningful transformation in perception on poverty. These changes occurred within the formulation of public politics which resulted in the "Bolsa Família Program" in the early 2000s. In this article, I follow this broad historical process, specifying relations occurred in the city of Uberlândia, MG, Brazil.
