The article describes the profile of administrators at public and private elementary and secondary schools in the city of Santiago de Cali (Colombia), specifically schools lower income areas (economic brackets one to four) The profiles are based on demographic, socioeconomic, academic and professional characteristics. The article is the result of a study on conditions surrounding implementation of the educational policy outlined in Colombia's National Bilingual Program. A survey was conducted and 70 administrators at 46 schools in the city responded. The results show school administrators are typically women between 50 and 60 years of age who had contact with the English language during their basic secondary studies, possess a specialization degree at the very most, and have more than 11 years of professional experience. Differences were found between the public and private sectors. In the former, administrators tend to have a higher degree of academic training and better wages. The results suggest the need for more support to train administrators in the private sector, along with better pay for the job being done by teaching administrators in both sectors.
