Objective:

One of the proposals related to environmental conservation is to implement measures that go beyond the reserve areas. The Other Effective Area-Based Conservation Measures-OECMs appear as instruments that can contribute to the advancement of key issues in the field. Derived from this, these measures are a scenario that allows to expose the challenges and possibilities of initiatives of community origin, in a context that favors governmental conservation initiatives.

Method:

Qualitative-documentary and socio-juridical critical research tools were used to produce the article. A documentary information system was built during 2021, which included international instruments; national environmental regulations; and documents that come from or can serve as a basis for decision-making by national institutions developed during 2018-2021.

Results:

The article describes the national normative context to understand the challenges of OECMs implementation in the country. Based on this reading, the elements of this context are raised and help to explain how they can affect the implementation and effects of these measures. Finally, some of the challenges identified for the implementation of the OECMs in Colombia are presented.

Conclusions:

In Colombia, has predominated a type of governance that neglects some of the conservation tasks and actions carried out by the communities. In this sense, is necessary the recognition of communities as actors in the territory so that they must be consulted on decisions that may affect territories, ecosystems, and their livelihoods.
