Rio de Janeiro is among the most violent cities in Brazil. This is explained by both the dynamics of criminal organizations and the security policies implemented from 2008 to 2018 to combat crime. In this scenario, the purpose of this paper is to demonstrate that Rio De Janeiro has experienced since 2014 an "Urban War" that involves criminal organizations, militias and State forces, generating a situation of insecurity that may seem to be concentrated in the favelas, but affects the whole civilian population.

This paper will demonstrate, from a qualitative analysis that will also use quantitative data, that this "Urban War" developed in Rio de Janeiro is characterized by a highly-frequent use of violence and, therefore, its visibility increased from low -with the Pacifying Police Units (PPUs) in 2008- to medium visibility, based on the parameters raised concerning who the victims are and the methods used by criminal organizations.
