After the Constitution of 1886 was issued, the political-administrative division of the Colombian territory remained unchanged for 18 years, until the Department of Nariño was created, in conformity with the parameters established by the law. However, in 1905, during the first year of the Rafael Reyes administration, six new departments were created, and in 1908, the national territory was subdivided into 34 sections. The movement aimed at countering those reforms that followed the Reyes administration in 1909 reestablished the territorial division that prevailed before his five-year term, but certain local resistance movements made it possible for the recently create departments to survive. This article carries out a historical review of the transformations undergone by Colombian territorial ordering during the government of Reyes, in order to account for that administration's role in defining the country's political-administrative map.
