The backgound of the socio-economic integration of Latin America through the ALBA and its oil development project Petrocaribe are considered in this paper. The petrocaribe's investment in the old oil refinery of the Cuban city Cienfuegos has promoted succesful changes in the development of the City. This helps to open new perspectives to urban development.
