A nation's maritime power is a crucial factor for its development and security. It also involves various variables that make it a relative and complex concept to compare with other countries in the region and the rest of the world. Therefore, this article proposes a model for measuring maritime power that allows the states' evaluation and comparison. To this end, it begins with basic doctrinal naval concepts to build clear and measurable definitions of maritime power, maritime development, maritime security, and naval power to generate the necessary indicators and indices that support the model's validity and reliability. Finally, it presents the results of its application in a global and regional sample.
