This paper presents a comparative study of the Brazilian and Ecuadorian laws as to the participation of the Armed Forces (AF) in public security activities to understand the evolution of these countries' legal bases. Methodologically, it employs process tracing and comparative history to observe the historical process and correlate the peculiarities and risks of using the AF in public security in Ecuador and Law and Order Enforcement Operations in Brazil. It is assumed that the Army's involvement in public security influences its fundamental mission. For this, constitutions, specific laws, and events faced by the AF in these types of operations are analyzed. The results show the constitutional bases for conducting these operations in both countries, their implications, and the academic debate on the use of the AF in public security activities, considering the laws regulating and expanding such use in the last decades.
