Rural youth present high degrees of vulnerability when faced with migratory phenomena in search of better living conditions. In Colombia, these migratory processes are mainly framed by the lack of job opportunities. At the territorial level, youth unemployment is very representative. Through participatory diagnoses and the public policy analysis methodology proposed by Peter Knoepfel et al. (2006), which allows analyzing the interactions among actors, resources and institutional rules, the relevance of ordinance O19E of 2015 is addressed to solve-mitigate the lack of job opportunities and reduce migration rates. It is concluded that public policy requires a recoding that implies a conceptual, substantial and operational reconstruction to increase the labor supply and thus reduce youth migration. On the other hand, young people require greater participation in local political, social and economic spaces.
