RUIZ, Paola. Local Spaces versus the Institutional Design of the New Granada State: Popular Consultation and Constitutional Reform, 1841-1843. Hist. Soc. [online]. 2021, n.41, pp.210-234. Epub 29-Jul-2021. ISSN 0121-8417. https://doi.org/10.15446/hys.n41.86575.
The article analyzes the consultation that in 1841 the Council of State directed to a variety of executive, legislative and judicial authorities throughout New Granada to inquire about their opinion regarding the constitutional reform and the principles on which the State should be constituted. It allowed us to know the way citizenship was thought, the division of powers, the form of government and political representation from local spaces. In summoning national opinion, the consultation also raised the issue of who was or who were its legitimate representatives. Carried out in the midst of the civil war, it served to legitimize the reform of the State against the forceful armed route demanded by the regional leaders. In this way, the article addresses the nature and scope of the consultation, its usefulness as a mechanism of political legitimation and its impact on the constitutional text of 1843.
