Between 2009 and 2019 under the administrations of the Farabundo Martí National Liberation Front (FMLN), El Salvador developed significant territorial planning processes at the national and metropolitan levels: the Five-Year Development Plan (PQD) 2014-2019 and the Territorial Development Plan for the Metropolitan Area of San Salvador (PDT-AMSS) which followed a progressive logic based on 'buen vivir' and 'compact city' paradigms. This work examines through a case study methodology the limitations and disputes that these plans faced to identify their stakes and emphasis, recognize their impact on territory and city models, and understand the disputes associated with planning processes. The Salvadoran case highlights the operation of three mechanisms that organize the dynamics of the field of territorial planning in the country: land rent, disputes over the exercise of state power over space, and agency, which transcend the circumstance of 'progressive' administrations.
