Abstract

This article presents a qualitative analysis of the strategies of resistance and territorial development implemented by the National Coordinator of Coca, Poppy, and Marijuana Growers (COCCAM) against the punitive anti-drug pol icies of the Colombian State. Through a historical perspective, it documents how COCCAM has systematically denounced the adverse effects of these pol icies, which have criminalized peasants and aggravated the situation in the region. In response, COCCAM has promoted participatory dialogues and col lective construction processes in order to transform its economy and defend its territory. The findings of this research reveal that COCCAM has developed illicit crop substitution proposals based on the endogenous needs and poten tial of each community. Thus, by challenging state models focused on forced eradication. These initiatives, by recognizing the diversity of the territories and fostering community participation, offer a viable and sustainable alternative to address the problem of coca crops and build a lasting peace in Catatumbo.
