In this exploratory article, the relationships among national policies aimed at ensuring access to housing for the middle classes, urban growth, and economic change are investigated, along with the local conditions that influenced the participation of private companies and inhabitants in mid-20th century Bucaramanga (Colombia). This analyzed experience is framed within a Latin American trend, as the intense urban growth in the region and the context of political polarization, derived from the Cold War, made housing a central issue in the public policies of the time. This study draws on information from newspapers, official reports, and maps from the period. The results of the investigation confirm the difficulties and contradictions that the case of Las Terrazas represented as a model middle-class neighborhood.
