In this article, I explore the incorporation of international discourses on development in Colombia during the 1960s and 1970s and their impact on the perception of the country's rural areas. I also examine the State's strategies, which involved foreign aid and assistance, to catalyze the transformation of such areas. By drawing on primary sources such as newspapers, government reports, statistics, and secondary materials, and employing a multi-faceted approach, I reconstruct the strategies and initiatives employed by the national government to implement agrarian reform in the south of the department of Atlántico. This is one of the departments situated in the Colombian Caribbean; a region designated as the nation's driving force for societal and economic advancement. This case study serves as a portrayal of the reform's objectives, scope, and the challenges it encountered directly within the territories.
