Introduction:

Currently, the Registry for the Localization and Characterization of Persons with Disabilities (RLCPD by its acronym in Spanish) is the only source of official and valid information about people with disabilities in Colombia. Since its inception in 2002, the records have not gone through a thorough review or adjustment process, which is necessary considering the recent conceptualization and regulations on disability.

Objective:

To conduct a RLCPD review process, and to present the resulting proposal.

Materials and methods:

The process was carried out in four stages (document review, data collection, analysis of information and proposal to adjust the registry), during which expert advisors, researchers, scholars and persons with disabilities participated.

Results:

A tool called Disability Registry is proposed to identify, locate and characterize the conditions of disabled people based on 101 questions organized in seven chapters, following the International Classification of Functioning, Disability and Health (ICF) guidelines.

Conclusion:

The Disability Registry is the result of a comprehensive review of the current RLCPD, normativity and conceptualization.
