The article examines the impact that Colciencias' policies have had regarding scientific journals; after a brief history of the System of Indexing and Homologation of journals, Publindex, the main transformations that the journal Ideas y Valores has had -some of the changes in design and information for the reader, as well as aspects related to the administration of the journal- because of these policies are examined. Some conclusions are drawn, among them the necessity for a measurement for Human Sciences journals.
