The article addresses the transformations of the work world and trade unionism in Uruguay, by studying the case of the Federación de Empleados de Comercio y Servicios-Fuecys (Federation of Trade and Service Sector Employees). The text focuses on the perception that union actors have of the changes in the forms of work organization, and analyzes the program proposals and union actions with respect to the work world. This makes it possible to conclude that the changes in the work world and the intervention of the State in the capital-labor relation shape scenarios that both limit and enable the action of unionized subjects. The actions of Fuecys take place in a context of conflicting tensions: on the one hand, a trade and services sector work world characterized by the structural emergence of job insecurity resulting from changes in the organization of work, which tends to weaken union organization. On the other hand, the political and institudona] transformations brought about by the change of government in Uruguay in 2005 led to the establishment of a new framework for labor relations, which reinstates Salary Councils as a fundamental mechanism to regulate conflicts between capital and labor, with the State as mediator. The constant use of trade union freedoms and of collective bargaining mechanisms by Fuecys has increased its membership, as well as its capacity for collective mobilization organization. The methodology used was that of a case study and the techniques for gathering and analyzing information were in-depth interviews, study of trade union documents and propaganda, direct observation, and analysis of secondary data. The study focuses on four sectors that bring together over half of Fuecys' members: supermarkets, private security, cleaning companies, and call centers.
