This article examines the debate on an emergent concept of leisure and poverty in the configuration of Santafé as a dangerous city during the late 18th and early 19th centuries. Based on the press of the time and the relationship between governors and other colonial officials, the article explores the formation of a discursive space in which the city hazard was closely related to a new logic on leisure and its regulation. This becomes evident through the emergence of new control institutions and the creation of fame as an articulator axis in the categorization of certain individuals away from the imperial dispositions and, therefore, their construction as subjects of intervention because of their difference.
