On the basis of the pertinent legislation, the article explores the phenomenon of vagrancy in Colombia between 1820 and 1840, focusing on the subjects, practices, and penalties, as well as on the relation to public opinion and the construction of political legitimacy for the Republic. Through the analysis of regulations and official and press reports, the paper traces the meanings of vagrancy, the transformations and continuities in the policies against it, and the discussions that took place regarding poverty and exclusion. By examining vagrancy in contrast with republican virtue, the article seeks to examine the issue as one that involves the fields of morality, economics, and politics and to explore how and why vagrants became subjects of the law and of policing, which sought to control and subject them through education, work, and colonization.
