This investigation analyzes the development of the communal civic strike in Ciudad Bolivar, Bogota, on October 11, 1993. It explains how after other options for community political action had been exhausted, collective action enabled the creation of a field of urban protest that reconfigured the relationships between local communities and the state, which are based on social confrontation. To this end, this study uses press sources, personal archives, official documents and interviews with local community leaders who participated in the protest. The process of building popular leadership roles is specifically addressed; in particular, it was community leaders who read the social and political context, managed to summon large sections of the population, and concluded the protest with a successful negotiation with the state.
