This article discusses the impacts, essentially economic, of the Great War in the city of Rosario, Argentina and their meanings; it analyzes the ways in which social actors tried to address the critical effects of the global conflict, such as rising commodity prices, shortages and unemployment. In this field it is important to highlight the organization of free fairs, the construction of municipal markets and the provision of primary supplies by the municipality. Because of the intensity and the duration of unemployment, the authorities began to weave other intervention strategies. There is the transition from government actions based on repression and segregation to others related to social assistance and support, which, even though they did not last and showed their cyclical and palliative nature when the crisis ended towards the mid - 1920s, gave rise to the debate on the creation of new municipal policies and local reformism.
