In the first years of the 20^th century, a series of political contingencies took place in Azul, the center of the province of Buenos Aires, which demanded the attention of the authorities. This essay questions the place the social demands occupied in the agenda of the authorities and the functions developed by the municipal power and the civil society to attend to those necessities; the role politics habitually attributed to the charity institutions issuing from this society is given a more complex interpretation. It highlights the gravitation of the local leaders to spaces not exclusively political.
