The article discusses the incorporation of the Southern District into Colombia. It first studies the debates held in the Congress of Cúcuta regarding the territorial definition of the republic on the basis of the division of the Viceroyalty of New Granada, a political entity of the Old Regime, which integrated three audiencias and a capitanía general. Secondly, it analyzes the declaration of association with the Republic of Colombia, signed by the expanded cabildo of the city of Quito, in representation of the entire territory. In both episodes, the issue of political representation framed the transition from multiple local sovereignties (expressed by the municipalities) to the single sovereignty of the nation (materialized in the legislative body).
