Monarchic institutions did not disappear during the first years of the revolution in Spanish America. On the contrary, it was through those institutions that the first measures taken by the metropolis were implemented. Thus, it is necessary to study their evolution in order to understand the process of political transformation of their government institutions experienced by the people. The purpose of this article is to examine the Cabildo de Popayán between 1809 and 1811, years marked by the crisis of the Spanish Monarchy. The study involved researching government and personal documents in order to reconstruct the events and tensions that arose among the city's inhabitants and thus address the revolution from a local perspective. As a result of the research, it was possible to establish that although the Cabildo de Popayán kept its name for three years, it was totally modified with respect to its functions and prerogatives and became a different institution from the one that had existed before.
