In the last few decades, education has become a central concern of governments, which are increasingly attempting to heed the "recommendations" of international organizations interested in establishing socializing practices that correspond to their interests, mainly economic ones. In this context, education is seen as an end in itself, an unquestionable ideal that must be pursued by any country interested in progress. However, it is pertinent to analyze the factors behind these educational policies and the interests at stake, in order to enquire into the ideologies underlying the governments' official pronouncements and discourse. To this effect, the article carries out a critical analysis of international, regional, and national public policy documents in order to determine what type of discursive strategies and structures are used by policy-making organizations in order to naturalize certain actions and establish common, universal visions, in such a way that they are difficult to reject or criticize.
