This article analyzes the results of a survey on attitudes and expectations of the administrative staff of some public schools in Cali, Colombia, towards the Bilingual National Program. Data analysis is based on both quantitative and qualitative data; however, its emphasis is on the latter. Theoretically, it is founded on dominant and insurgent discourse (Cox 2006, p. 58). Also, attitudes and expectations are defined in accordance with their cognitive and affective components. The results show that the implementation of this program produces great enthusiasm and confidence among the administrative staff of some public schools and although they have little knowledge of the Bilingual National Program, their attitudes and expectations are positive. Also, results show that their favorable attitudes and expectations are based mainly on an instrumental motivation, e.g. globalization, competitiveness as an indoctrination effect of the dominant discourse
