Human talent management in government organizations has traditionally focused on personnel management and little has been done concerning strategic management and its relationship to institutional goals. On such a basis, the Colombian Agency for Public Service has formulated some guidelines aimed at correcting such situation. As a contribution to the establishment of the role of human talent management in the achievement of the State mission, this research was undertaken to answer some questions about the reality of 39 state-led organizations in the Colombian cities of Manizales, Pereira and Armenia. The main questions were: What is the profile of the human talent managers that work at the organizations under study? What is the contribution of human resource areas to the strategic management of such organizations? What are the human talent practices in State-led organizations? Findings suggest the existence of a significant gap between the ideal and the real status of human resource areas in state and municipal organizations. Human management in these organizations is precarious if compared to the expectations of higher management and the theoretical and technical advances. Human talent areas are still focused on traditional administrative roles and contribute little to the strategic development of government organizations.
