Models of organizational action (routines, rules, paradigms, strategy, habits and standards), thought of as the set of activities a firm carries out to realize a particular task, correspond to what a firm knows, can do, and plans. The paper shows the importance of action models and their connection to firm capacities, and describes the most relevant models from a functional viewpoint: rules, standard operation procedures, and routines. The wide view of so many different action models, routines and rules underlines their usefulness to improve the conception of firms. Routine processes generate firm economic stability, but rules can obstruct the improvement or the generation of new collective routines that are paramount to innovation processes. So, rules are potential restraints on learning processes and firm strategic development.
