Abstract

RESTREPO VILLA, Román. A propósito de la Ley 1122 del 2007 Reforma del Sistema General de Seguridad Social en Salud en Colombia: esperanza, mito y realidad. Rev. Fac. Nac. Salud Pública [online]. 2007, vol.25, n.1, pp.90-105. ISSN 0120-386X.

In this paper it is analyzed the most important established aspects by the Law 1122 of 2007 that tried to modify the Colombian System of Health, in opinion of the author, With the intention of reaching to clarifying the new theoretical approaches and the parameters of action of the new norm. It splits always of looking at the expectations of reform from different studies and declarations of national and international experts. In the aspects of Universality and Public Health, the concepts introduced by the Law are analyzed initially, considered here like regressive, and later a look does to what the mentioned norm establishes on this matter and his consequences. In the aspects of Direction and Regulation it presents different concepts from the expectations of reform and some of the first provoked reactions. Other aspects only are mentioned in this paper for thinking that they do not deserve major deepening. The final conclusion is that the model of the System does not suffer any modification and that the new Law only manages to do functional adjustments in punctual topics, while the central problematic continues without solving. There is done that everything changes in order that ultimately, nothing changes
