This article sets out the definitions of forced displacement victims and victims subject of public policy attention in Medellin`s municipality on actions enforcement, specifically within the component of the restoration of the social-economic rights such as: health, education, housing, food and employment; to achieve this, it first comes up to the notion of ‘definition' in public policies, as a relevant concept within the construction of the agendas, features that a problem should present to be considered as public; then, it sets out definitions that the victims make regard to the enforcement of public policy actions in Medellin.
