The Millenium Challenge Account is an United States' oficial development assistance program decided by George W. Bush in 2002 and applicated since 2004. Condoleezza Rice took the initiative of this project. Her objetive was to distinguish the development assistance and the Washington's geopolitics interests. A private society, the Millenium Challenge Corporation, is in charge of the distribution of the assistance and its control and evaluation. The program's evaluation after more than a decade shows that the anounciated objectives weren't all respected.
