Being part of the structure of a State, there are always individual and collective actors who have the power to make changes in the program decisions imposed. These actors called veto players or players with veto, they may be determined in the Constitution or arise out of it. Currently, extrapolating functions of some powers difficult to identify them. The controversy increased with the inclusion in the scheme of the Judiciary (PJ) of a higher court, a Constitutional Court (TC) responsible for carrying out checks to ensure the validity and primacy of the Constitution. Considering the role and importance of the Constitutional Court in the Peruvian State, and some "controversial" judgments of the Court, corresponds wonder if the powers that have been attributed, give this new element, the capacity to implement or alter the stability of the political decision-making system, that is to say, if these powers, Peru's Constitutional Tribunal has become a real actor with veto power.
