Based on the question: ¿What are the changes promoted on the right to landscape by the new regulation of the terriotiroal order of Medellín formalized in Agreement 048 of 2014? The article proposes to identify the variations promoted on the mentioned rigth by the quelitative model with application of the case study and categorization, the roadmap that follows this writing begins by developing a conceptual approach on the figure of Territorial Ordening Plan (TOP) as a technical and regulatory instrument by means of wich the regulatory authority of the municipality is deployed on the right to the landscape, defines the scope that landscape had in the TOP 046 of 2006 and diferentiates them from the new provision foressen in the TOP 048 of 2014, for finally in the conclusions propose traditions and transformations that converge in the territorial ordening of Medellín.
