The debates developed around the figure of the teachers in the International Pedagogical Congress (CPI) of Argentina (1882) constitute an axis of analysis scarcely investigated -some classic texts consider it tangentially-. This reflection paper aims to analyze the discussions that took place in that congress in relation to teacher training institutions. Thus, taking up the transcripts of the CPI documents, speeches and debate sessions are analyzed, focusing on the diatribes that involved the figure of teachers, both from a philosophical and material point of view, in the more general picture of the tensions around the formation of a system of public instruction for the emerging republic. It has been possible to verify that the advance of educational normalism that was promoted since the second half of the 19th century, professed by an important sector of the governmental elites, presented nuances that produced disagreements among congressmen on key issues about teachers such as retirements, immobility and the requirement of certificates for professional practice.
