From the point of view of the theory of representative bureaucracy, public administration is not limited to the classic function of neutral execution of decisions. Individuals are carriers of values, acquired through a socialization process, which are expressed in a certain preference in their decisions. Thus, the influence exerted upon political and administrative decisions by public servants, and particularly by those in the higher posts in the hierarchy, will be guided by their values. Recognition of the political nature and not strictly administrative or technical nature of the work of upper public administration makes it pertinent to inquire for its social and political characterization. Research indicates gender, ethnic origin, geographic, and formation characteristics of upper public function; defined here by the posts of free appointment and removal of the Colombian central government, belonging to the government of President Santos in 2013. In conclusion, a discussion is presented on its representativeness in relation to the Colombian society as a whole
