The problems associated to citizen participation in local contexts are analyzed, based on the study of two cases of participatory budgets in the municipalities of Morón and La Plata (2006-2014), Argentina. The methodological strategy followed a qualitative design, which was based on interviews, observations and documentary analysis. Some reflections are presented on the implementation modalities, the role of the actors involved and the modalities of participation, analyzing the results achieved from the own municipal management and the social aspects. In addition, it is addressed the type of projects allowed by this participation tool and its scope at the local scale, identifying common characteristics and differences, depending on each particular case. Throughout the work, we will try to demonstrate how the different methodologies of implementation and the role of the actors involved in the participatory budgets under analysis influence the participation processes and the policy results.
