This work aims at reconstructing the critical reception of the philosophical hermeneutics in Karl-Otto Apel. Firstly, it presents, according to Ricoeur, a historical-philosophical reconstruction of hermeneutics from Schleiermacher to Gadamer. Secondly, it explains the reception of the "hermeneutical issue" by Apel and his proposal about transcendental hermeneutics. Then, from a transcendental-hermeneutics point of view, it shows the relationship between hermeneutics and social sciences. Finally, a brief introduction to discourse ethics allows us to observe the normative dimension of the communicative understanding (Verständigung), which is the basis of all cognitive process.
